This proposal changes how ACA health insurance marketplaces verify eligibility for financial assistance. It would require people to confirm key information annually and would change what happens while certain inconsistencies are unresolved.
Financial help depends on resolving certain mismatches
For specified eligibility information, advance premium tax credits and cost-sharing reductions would generally wait until the marketplace resolves the mismatch, subject to exceptions.
Marketplaces would offer a pre-enrollment verification period starting August 1, 2027 for 2028 coverage. Consumers could use it voluntarily; the proposal does not require them to finish before open enrollment.
The proposal includes annual confirmation of eligibility information and a way to choose a plan while financial-assistance eligibility is still pending.
The residency and family-size sections seek ideas while proposing to retain current verification rules. They should not be read as finalized new verification methods. Residency · Family size

What to assess
For people seeking coverage
Watch the confirmation steps, documentation requests, and timing of financial assistance. The practical challenge is understanding which information needs verification and by when.
Assess changes to application systems, notices, document review, and staffing before open enrollment. CMS requests feedback on implementation burdens and timing.
Privacy-edited source text in 96 sections. Personal names and contact details are omitted. Use the official PDF for the unedited notice and original table layout.
